LTO's RFID

According to the article in Philippine Star, National Economic Development Authority said that the RFIDs are illegal. By regulation, the project must be approved by the agency's Investment Coordinating Committee. This is to verify the project's necessity and reasonableness. However, the RFID plan did not pass upon the agency.

Further, if the plan was approved, LTO would have to conduct a public bidding for the supply of the chips. It cannot directly negotiate with and give the multibillion-peso contract to a favored supplier.
