Suppliers' registry

Gud evening!

Are there any standard format or criteria in establishing a registry of suppliers? What documents can we ask from them to facilitate faster eligibility checking during the bidding process? Please shed light on this.

Good evening, candice!

There is no standard format is establishing a registry of suppliers. The normal documents that you ask to be submitted to facilitate faster eligibility checking are the Class "A" documents, which is composed of the Legal, Technical and Financial requirements. The bidders will only have to update these documents whenever necessary. If there is a registry of suppliers or contractors, eligibility check is facilitated since what is included in the Technical proposal (which contains the eligibility requirements) is only a BAC Certification that the eligibility documents are already on file and kept updated by the supplier/contractor.

Good morning, misty!

It may not be necessary, particularly if you will only be maintaining a manual registry.

However, if you decide to establish an electronic registry it would be necessary since it would need the approval of the HOPE as it would involve additional expenditures. It would also be necessary to issue a BAC Resolution if you will be collecting registration fees from suppliers and contractors as a prior approval by the HOPE is necessary.

Addendum:

It should be noted however that even there is an existing registry of suppliers, it must not restrict bidders who are not registered to participate in the bidding. The registry is just provisioned to 'facilitate' and not to favor suppliers/contractor as in 'accreditation'. Any bidder should be allowed to participate even they are not in the registry.

Just a clarification related to the original post. In procuring goods and services under the alternative mode-negotiated procurement, are we limited to send invitations to those suppliers in the registry? Thanks!

NO, but if you invite those who are not yet in your registry, you will still have to subject them still to eligibility check since you can only negotiate with legally, technically and financially capable suppliers.

Section 12 and 14 of the revised IRR of 9184 provides clearly the functions and responsibilities of the BAC and BAC Secretariat. If government agencies maintaining manual registry of suppliers, my question/clarification can this responsibility (maintaining manual registry of supplier) delegated to the TWG?/ or other unit/s of the agency?
