standard form for invitation or request for submission of price quotations

This is to respectfully inquire if the GPPB has issued a standard form for Invitation or Request for Submission of Price Quotations which is required to be used for Shopping and SVP. Thank you.

The GPPB has not yet issued any standard form for the invitation or request for submission of price quotation for Shopping and Small-Value Procurement..

In the absence of the standard form to be issued by the GPPB, I suggest we can use the previous form for as long it captures what is required of under the revised IRR.

In Competitive Bidding can we use also the Request for Price Quotation? And if not, what is the right form ?

For Competitive bidding use the sample form provided in section V111 (for Goods) and for Infra inluded in section 1X.(n.b. all those sample forms are included in PBDs). you may use the running message above this forum to download a copy. bounce

The GPPB is undergoing an update, no sample form has yet been issued, therefore the old sample forms can still be use..

the RFQ is used in some alternative methods of procurement such as in small value procurement. For competitive bidding we used the Philippine Bidding Documents (downloadble at the GPPB website). There is no new RFQ prescribed by the GPPB. However the guideline on Small Value Procurement 09-2009 made some requirements on information that should be on the RFQ thus making it necessary to modify the forms. In our case we have already made some changes as we deem fit in the meantime that we dont have as yet a prescribed form.

The right form to be used for competitive bidding is the Philippine Bidding Documents third edition that can be downloaded in the GPPB website.

Standard form for RFQ

In the absence of the standard form for RFQ under the revised IRR we are still using the existing forms with some revisions to coform with the new IRR. May I be clarified if for SVP costing more than P50,000 are we still allowed to invite manually aside from the PhilGEPS posting/publication? I mean, we still prepare the RFQ or the canvasses for the designated canvassers to give to identified suppliers aside from what is posted in the PhilGEPS. Are we doing the right thing?

Aside from posting in the PhilGEPS you can invite bidders manually. there is no prohibition in the IRR that while the invitation is posted in the PhilGEPS you cannot invite other bidders..

I agree, the posting there is also for information purposes. the PE should in fact send out the RFQ to qualified suppliers

Thank you for the immediate reply. Actually, by canvassing manually, we received immediately quotations, hence our procurement process is facilitated. Seldom we receive quotations thru the PhilGEPS.

Sharing our experience. right after posting the Bid opportunity, we kept a contact numbers of known suppliers within our locality, We call each of them and informed the opportunity, with this procedures it really works for us. bounce
