Unnecessary.

Supposing the computation of ABC is fair and just and no one even intended to bid, you will have to declare a failure of bidding for the 1st time (Section 35.1.a). If for the second time it shared the same fate, you will have two options:

1. Enter into Negotiated Procurement (under Section 53.a); or,

2. Adjust your ABC (up) and start all over again (subject to amending PPMP and APP).

It is always best to review your computation of the ABC. Check for arithmetical errors. Have a survey/canvass on fair market prices and check if ABC is within the range. Very Happy
