BAC Secretary

another question. . . is there a violation on choosing an OIC Accountant as BAC Secretary?

I believe No. Although, there is no direct prohibition under R.A. 9184 and its IRR, Chief Accountants are discouraged from being BAC members to prevent any conflict of interest as contained in COA Circular 2003-004, dated July 2003.

However if such OIC accountant has a supervisory functions only, then he/she can be a BAC member.

IF NO CONFLICT OF INTEREST MAY ARISE FROM SUCH APPOINTMENT he/she can be a BAC Sec or member.

In addition to wormaixjr, have said, provided also he/she can comply the required ranking as specified in the revised IRR of RA#9184,The functions of the Secretariat more on providing administrative support to the BAC. In my opnion there is no direct link that will prohibit him/her from being BAC Secretariat Head or as members, except as being members of the BAC which there is prohibition. Likewise he/she can also be member of the TWG to assist the BAC in post qualification of the prospective bidders.The GPPB already issued opinion on this subject. I' ll provide the link latter. what a perfect combination from Accountant to/or = BAC Secretary especially for those government agency having their own IAS, no more pre-audit observations Laughing and lesser headache for resident COA auditor.
