Additional Requirement after PreBid Conference

I am a BAC Secretariat,new member in this forum. We conducted prebid conference re supply and delivery of sports uniforms. In the bidding documents, specifically required under section VI (schedule of requirements) is the submission of a sample of each of the items listed supposedly during the prebid. However, none of the prospective bidders who attended and participated in the prebid complied. For this, a supplemental bid bulletin was published in the GEPs and conspicuous places in the office requiring for the submission of said samples on a very specific date. Additionally, the bid bulletin also states that 'NONE SUBMISSION OF THE SAID SAMPLES SHALL, in effect, RENDER THE PROSPECTIVE BIDDER AS NON-COMPLYING, AND THEREFORE HIS/HER BID PROPOSAL/ENVELOPES WILL NO LONGER BE OPENED DURING THE BID OPENING ON DECEMBER 22".

Is this valid? Will this not constitute a violation of any of the provisions of 9184? Is this not considered restrictive? Please enlighten. . . . thanks
