proposal for small value procurement vs. qoutation for shopping?

Tnx to Sir RDV for a very clear interpretation and explanation of sec 52 - shopping and sec 53.9 - small value procurement and the differences between the two. One thing still remains uncleared to me, what is the difference between the "proposal" mentioned in sec 53.9. to be submitted by suppliers and the "price quotation" required for suppliers to submit in sec 52.?

SMV = an invitation to atleast 3 suppliers to submit a price quotation.

SHOPPING= an invitation to atleast 3 suppliers to submit a price quotation and obtain atleast 3 proposal ( pertaining to submitted price quotation).

I think they refer basically to the same term.

The term "proposal" could be the short term for Request for Proposal (RFP), and "quotation" is short term for Request for Quotation (RFQ).

sir, tnx again. am a new member of our BAC. Am super careful with every details in our procurement guidelines. If they are basically the same, can we used them interchangeably? Like can we use letter of proposal for shopping instead of request for quotation, and vice versa for small value procurement? Smile

tnx wormaixJr! What is n the proposal that we can not find in the quotation? f these two documents refer to the same term, why in shopping, we need both as you indicated?

In shopping the provision provides that
1. the BAC should invite 3 supplier to submit price quotation (price quotation because the goods are readily available off-the-shelf) In my opinion the term proposal was not used because the prices of off-the-shelf goods are readily available.
2. the BAC is also required to obtain atleast 3 price quotation. (it may also pertain to the proposed list of prices)
The IRR require the invitation and the RA 9184 require that the BAC obtain the number of bidder.

In SVP, used the term Proposal because the prices are not readily available but basically the same with the price quotation. In this kind of procurement only the invitation of atleast 3 suppliers, contractors or consultant is sufficient.
