Splitting - Preparation of Bid Docs

The scenario is this:
An event was conducted. The end-user prepared 3 PRs (Decoration of Stage, Choreography, and Lights & Sounds) but the BAC decided “bid as one” to get rid of splitting.

But during the preparation of bid documents done by the technical working group, it was then categorized into 3 - Decoration of Stage, Choreography, and Lights & Sounds because each has its own prospective bidder.

As a result of categorizing the items, 3 bid documents were prepared, thus 3 bid numbers were assigned.

One bidder bid for the Lights & Sounds while Decoration of Stage and Choreographer were negotiated for 2 failed biddings.

Question: Are we doing the right way? Thanks.

the decision to lump or segregate certain items could be based on several factors among which is whether lumping certain items into a lot could be more convenient interms of the number of contracts, payments (etc.) However, the twg also has to consider the possibility of a succesful bid with the lot. (baka kasi walang isang bidder that could bid for all the items in the lot). If it is determind that it makes more sense to have three separate lots instead of one pwede pa rin naman na sa isang bid docs lang lahat (3 separate lots) and the bidders have the oprion to bid in one or in all lots. However you also have to be aware kung ano ang nakalagay sa ppmp AND APP. baka kasi isang ABC lang for the 3 items baka ma splitting pa kayo... Dahil ginawa niyong tatlong bid docs my first comment there is dumami and trabaho ninyo. other than the above and based on the info provided mukhang ok naman ginanwa ninyo

The decision to bid individually (per item) or by lot (lump) is within the prerogative of your agency.

Good day......
with your scenario as the basis....it will then be expected that this maybe divided into three categories because not all prospective bidders are doing business on services (such as sound system) , choreography (services category too since this need a different specialization) and the decoration of stage which I will assume falls under the category of goods (supplies) - that must be included in the APP of course..... in this instance there is no splitting .....
as what sunrise had stated it will be the BAC who will decide to bid it itemized or one lot.....
