Good day...
To nderramas, you have to be patient in visiting PHILGEPS portal , it is working for posting of opportunities, the difficulty is on posting awards....I sent email to the administrator of PHILGEPS yet no response yet so I opted to mail the NOA so they can post it outright......

If you have problems in posting it is much better if you call them rather than sending a letter and waiting for a reply.

or do this following stuff

1. Call the PhilGEPS division and ask for some assistance from among its personnel at contact numbers (02) 9005231 to 39 in order that the bid opportunity will be posted;
2. Fax a copy of the procuring entity's ITB and request PhilGEPS to post said IAEB in their behalf;
3. Go to internet shops or cafes to post the ITB at the PhilGEPS; or
4. Ask their central office to post the ITB in their behalf.

In my opinion, calling or visiting the website of the PhiliGeps is the most effective and fastest way to post the ITB..

How is Request for Quotation published, already addressed to a supplier of known qualifications or leave the RFQ unaddressed?

The RFQ (quotation form itself) had to be accomplished and furnished all the necessary information needed by the government agency and later send to suppliers for their financial offer and other concerns. You can also use the guidelines issued by the GPPB, here is the LINK bounce Hope it will help.Peace
