Emergency powers on the energy crisis

Granting emergency powers to President Gloria Macapagal Arroyo, because of the unstable power supply across the country, especially in Mindanao, is believed by her critics as justification for the government’s doing away with bidding and procurement rules. Likewise, emergency purchases need not pass the scrutiny of the Commission on Audit. Senator Noynoy Aquino said that if the Arroyo government is really interested in buying the necessary power equipment, it should be done at the proper time in order to follow the procurement laws. This is reinforced by Rep. Liza Maza saying, “it seems that the power crisis is being artificially staged to force a situation where emergency powers are invoked and transparency in biddings and negotiations can be foregone."
