Unlikely for COMELEC to reverse decision

Director James Jimenez, spokesman and head of the Comelec's information and education department said that it will be unlikely for COMELEC to reverse its earlier ruling cancelling the multi-million supply contract for "fancy" ballot secrecy folders for the May 10 automated elections. He added that "it's unlikely for the en banc to change its mind simply because the supplier asked for it." Even if OTC Paper Supply decides to lower the price of the folders, COMELEC would still not continue the contract.

The real question is "who allowed or guaranteed OTC Paper Supply to manufacture and deliver the item in the absence of the Contract and NTP?"

Funny if we try to trace the roots of this case, converting it into questions:
  1. Is the procurement in accordance with the COMELEC's Annual Procurement Plan?
  2. Are amount (ABC) and the mode of procurement recommended by the BAC and approved by the HOPE?
  3. Is this procurement evaluated or fabricated by the BAC?
  4. Why would the HOPE approve the Award and then change mind?
  5. If NOA is cancelled, what will be the grounds of COMELEC for not entering into contract?

very curious questions indeed... Basic but curiously relevent to the issue. One is prompted to ask... is the COMELEC on top of the situation? Just curiously anxious Embarassed
