How far should the BAC go?

When does the responsibility of the BAC ends? Is it from the issuance of the NOA or the NTP?

Please read Section 12.1 of the Revised IRR of RA 9184. The Bids and Awards Committees' role ends in the issuance of the Resolution to Award which is different from the Notice of Award which is signed by the Head of the Procuring Entity. I hope that will help.

14.2. The head of the Secretariat in central offices shall be at least a fifth ranking permanent employee or, if not available, a permanent official of the next lower rank; or shall be at least a third ranking permanent employee in bureaus, regional offices and sub-regional/ district offices, or if not available, a permanent employee of the next lower rank. In addition to integrity, Heads of Procuring Entities shall consider procurement proficiency as a factor in designating the head of the Secretariat and Procurement Unit.

The above mentioned provision of the law is, as far as I know, the guideline that still prevails in the selection of the members of the BAC Secretariat. It does not prevent the Supply Officer from being a member of the BAC Sec. In our department (DepEd), the CO came out with a memo requesting Regional Directors to refrain from designating the Supply Officer as Chairman of the BAC Sec. But this was not heeded by RD's, If you look at 14.2, it stresses proficiency as one of the basic factors in selecting a member of the BAC SEC. In short, I believe a Suppy Officer can be a member of the BAC SEC.

sana up to the time the said project/purchase is paid and the supplier is cleared up to the return of performance bond.

and the start will be in the consolidation of PPMPs.
