Workshop on the Audit of Procurement

xxxxx. The top six concerns identified by the participants include: (i) numerous documentary requirements, (ii) issue on the competence of the auditors, (iii) differing interpretations of the rules, (iv) weak linkage between budget and procurement, (v) problematic IRR provisions, and (vi) the measurement of procurement efficiency. In addressing these concerns, the participants recommended, further and continuous trainings for COA auditors, harmonization of procurement and audit rules, development of a price monitoring system, and streamlining of the COA documentary requirements. Most of the proposed solutions tagged COA and GPPB as the focal agencies to implement the suggestions. The results of the workshop will be consolidated and reviewed by the COA in order to improve the Procurement Audit Guide.

Workshop on the Audit of Procurement(numerous documentary requirements)

It is good that the problem on numerous documentary requirements have been acknowledge by the participants to the Workshop on Audit of Procurement. It is not only numerous but their are bidders who submit other documents which are not required during that phase of the procurement activity. One document which is sometimes submitted together with the Prospective Bidder's Audited Financial Statement is the BIR Registration Certificate which contains the Taxpayers' Identification Number. Another document is the Cash Deposit Certificate which have been delisted in the Revised IRR. I hope the GPPB can come up with a ruling which will disqualify bidders who submits documents which are not required anymore. This is different from my other post concerning advance submission.

I agree with sunriser. Perhaps more training for the auditors also. It seems auditors have different interpretation of the PRocurement law. One auditor even said that the disposal of waste materials and equipment is one of the functions of the BAC on Procurement because accordingly, the BAC is already familiar with bidding.

Although the BAC is familiar with the bidding process, 'disposal of properties' is one area NOT covered by RA 9184 (although not mentioned in the exceptions), hence not a function of the BAC per se. Smile

Under the GAAM and the Hand book on Supply and Property Management, the disposal of waste materials is rightly the responsibility of the Supply Office as they are in the possession of the Inventory of Plant, Property and Equipment as supported by various Memorandum Receip[ts.

Please refer to COA circular 92-386 Rules and Regulations on Supply and Property Management in the Local Governments....Under EO 888 and 309 and RA 7160 there should be a creation of the disposal committee ...thus it is not covered by provisions of RA 9184 ....
