If the government agency will be the one leasing goods or real estate, the provisions of RA 9184 and its IRR shall certainly apply. If it is the government agency that will lease out to the private sector, the said law will not apply.

Excerpt from the revised IRR which is self explanatory
Section 4. Scope and Application of the IRR
4.4. This IRR shall not apply to the following activities:
4.4(a)xxxx
b) Acquisition of real property which shall be governed by R.A. 8974, entitled “An Act to Facilitate the Acquisition of Right-of-Way Site or Location for National Government Infrastructure Projects and for Other Purposes,” and other applicable laws; and
