Catering Services by the Agency Cooperative

Our Cooperative requested the BAC thru a Resoultion to "dispense with the canvass process" (or RFQ) in catering services being undertaken in our office. Almost all catering services during trainings/seminars being conducted by the Office are being done by the Cooperative (thru canvass or
RFQ as in all cases, as it appears that said coop offers the lowest price).

Can anybody please help us find what particular provision in the revised IRR of RA 9184 allows such action on the part of the BAC, i.e. dispensing with RFQ's. I tried relating the case to Sec. 50 (Direct Contracting) but the request of the coop does not fall within the allowed conditions to be met before resorting to this alternative mode, neither will it fall under limited source bidding.

If it falls in Small Value Procurement then just follow the procedures .

Thanks, sunriser. I tried the link, the guidelines for shopping and small Value procurement does not mention exception for cooperatives in the requirement for RFQs. It is very clear in the guidelines that RFQs shall be sent to at least 3 suppliers, except during unforseen contingencies, nevetheless, the RFQ may be sent to only one. It says "during unforsen contingencies" and not to dispense with totally, as in the request of the coop.

So it is my opinion that coops are not exempted from this process. However, can the coop enter into a MOA with the HOPE to be the sole provider of catering services instead of applying the GPPB guidelines on shopping and SVP?
