What is the process for reporting suspected violations of procedures?

What is the formal process for reporting suspected violations of procedures?

Back in 2008, when we started using PhilGEPS to monitor acquisitions, we would reach out to the Crusade against Corruption whenever we noticed that something seemed off. How much influence the CAC really has is unclear.

But resorting to NGOs really ought to be reserved for "extraordinary" violations. There has to be some way for the concerned common-tao to chime in and help watch these things.

Is this forum recognized as a complaint venue?

Are there members of the PS, COA, or Office of the Ombudsman, keeping track . . . and then either proving or disproving allegations?

Besides the COA, what agency and office can a concerned personnel address his complaint to regarding the BAC regarding the committees' alleged violations on its procedures and actions? It seems some local officials would like to sue the BAC for corruption.

For me I don't know of any other government institution to address such irregularity with regard to alleged violations in the procurement procedure but only COA. There's a process you can do to alert the COA an this irregularity and when they find in meritorous then special audit will be taken. When they find something then charges will be filed in court.

However if corruption by BAC is concerned, ombudsman is the right agency to address the complaint. That's only my idea.
