for advice, please....

can we use 'lot' as uom for 65 line items of different toners/inks amounting to about 2.5M?

You mean replacing 65 line items into 1 lot amounting to 2.5M? I don't see any problem with that as long as you enumerate the content of that one lot in the bidding documents with its individual quantities (ie you are simplifying for the purposes of Philgeps posting, provided that you do not intend to award per line). Smile
