BAC Resolution for all procurement transaction?

Good day,

is it required for every transaction regardless of what procurement method and price to be purchase/bid needed a BAC Resolution? for a amount of Php 13,+++.00 of repair/preventive maintenance of vehicle from a "casa", our agency required us a BAC Resolution to process the documentation and facilitation of payment. is this justifiable? is this required for such amount? thanks

There were already significant changes in the implemenation of Shopping and Small Value Procurement. In absence of a delegated committee to handle the case, and to consider that BAC shall have the authority over procurement under RA.9184, and to the fact that even "casa" maintenance is considered procurement, my answer would be a definite YES. If all these transactions/projects are already included in the approved Annual Procurement Plan (which is covered already by a BAC Resolution recommending approving by the HOPE of the APP), there is no longer a need for separate BAC Resolutions for each of the projects included therein.

Only when there would be a change in the mode of procurement as indicated in the APP to another mode would a BAC Resolution be required. Of course, the BAC Resolution will be for the change in the mode of procurement.

If the proposed procurement is not yet included in the approved APP, then you will need to update/modify the APP, together with another BAC Resolution, for approval by the HOPE.

Dear Sir/Madam:

If BAC Resolution is not necessary for the procurement of goods and services below P 50,000.00 as long as it is already indicated in the Annual Procurement Plan, may I know po the legal basis that we can use to justify the procurement we made. Thanks and more power po sir! :-)

Dear GPPB,

Following this thread, and for NGAs, I would like to ask if a BAC Resolution is really needed in Direct Contracting if the purchase was already approved by the HOPE (pertaining to the Secretary of an Agency). The condition for purchase thru Direct Contracting is the subject item is of emergency nature and form part of a contract which falls under repairs and maintenance.

Also, RA9184 defined Direct Contracting or single source procurement as a method of procurement of goods that does not require elaborate Bidding Documents. Though, BAC resolution was not specified, it may take time before members of BAC and TWG sign this specific document.

Also, do we really need to post this procurement on PhilGeps' website, when the needed item will be supplied by our Contractor? Please comment on this. Or please direct me to threads related to this. Thanks!
