Bid specs for past bids

Is there a centralized repository for past bid specs?

Do these documents become public documents after the bid is complete?

What do you mean by this? Do you mean record or history of past activities? There is actually one site provided by GPPB under the domain gppb.gov.ph that compiles Procurement Monitoring Report (PMR). But I believe there are only a handful of them. Smile

I meant the bid documents.

These contain the technical specifications of the equipment being acquired and would greatly benefit post-acquisition discussions about what was ultimately acquired.

If the bid documents are restricted prior to the bid . . . how about after the fact?

The Commission on Audit is a sure one considering they require submission of contract documents (including bidding documents) within (5) working days after the execution of contract as stipulated in COA Circular 2009-001, particularly Section 3 thereof. Of course the Secretariat is the other one if the agency intends to keep for their own.

That is a good input adroth. I expect the BAC Secretariat of any Procuring entity to have a copy of these important documents, being the repository of documents. This is important, as rightly pointed out by adroth; for post-acquisition discussion.
